Saudization and Your CV

Saudi Arabia operates a workforce localisation programme, generally referred to as Saudization and administered through the Nitaqat framework. In broad terms it requires private-sector employers to maintain a proportion of Saudi nationals in their workforce, with the required proportion varying by sector and company size, and with consequences for employers who fall short.

The specific bands, percentages and sector rules change and are set by the Ministry of Human Resources and Social Development. Check the current position with the ministry or a licensed advisor rather than relying on any article, including this one, for the numbers.

What the Policy Does to a Shortlist

An employer under localisation pressure is not simply hiring the best candidate. They are hiring against two constraints at once: the capability the role needs, and their standing on the localisation measure.

That produces a practical asymmetry. For a Saudi national, nationality is a material advantage and should be unambiguous on the page. For an expatriate candidate, the bar is effectively higher: you need to demonstrate capability the employer cannot readily source locally, and you need to make the administrative side of hiring you look easy rather than hard.

Neither of those is about writing a better summary. Both are about what facts you put where.

If You Are a Saudi National

State it plainly in the header. Not implied through your name or your university, stated.

Some employers filter candidate databases on nationality precisely because of localisation reporting. If the field is blank, you may never surface in the filtered set, regardless of how strong the rest of the CV is.

Beyond that:

  • Include your national ID status if an application form asks; do not print the number itself on a CV you are sending widely.
  • Name Saudi institutions in full. A recruiter scanning quickly recognises KFUPM, KAUST, King Saud University and the rest instantly.
  • If you have completed a graduate development programme at Aramco, SABIC, stc, a bank or similar, give it its own line. These programmes are strong signals in the local market and are frequently missed by candidates who bury them under education.
  • Do not let localisation advantage substitute for evidence. It gets your CV read. Quantified achievement is what gets you interviewed.

If You Are an Expatriate Candidate

Your CV has to answer a question the Saudi employer is asking silently: why this person rather than a local hire.

The honest answers are usually specialist depth, sector experience the local market is still building, or a specific certification and track record. Make whichever applies visible immediately.

Then remove administrative friction:

  • If you already hold a transferable iqama, say so in the header. This is the single most useful line an in-Kingdom expatriate candidate can add.
  • If you are currently in the Gulf and can obtain a No Objection Certificate, say so.
  • If you are applying from outside the region, state your availability and notice period so the recruiter can plan mobilisation.
  • List your degree attestation status if you have it. Saudi Arabia requires attested certificates for professional visas, and candidates who have already completed attestation are meaningfully easier to onboard.

Sector Signals Worth Naming

Saudi Arabia's Vision 2030 programme has driven hiring concentration into identifiable sectors: giga-projects and construction, energy and petrochemicals transition work, tourism and entertainment, healthcare, financial services, logistics, and technology and digital transformation.

If your experience sits in one of these, name the sector in your professional summary using the language the market uses. A recruiter searching a database for "giga-project" or "PIF" or "localisation" or "digital transformation" is running literal keyword matches.

Do not claim Vision 2030 alignment as a slogan. Claim the specific work: the project, the client, the scope, the result.

Structure That Works in the Kingdom

  • Header with name, contact, nationality, and iqama or visa status where relevant
  • Professional summary of three to four lines naming sector, years and specialism
  • Certifications section, high on the page
  • Experience in reverse chronological order, framed by project and quantified outcome
  • Education with institution and year
  • Languages, with an honest statement of Arabic ability

Language

Arabic is not required for most professional roles at multinational employers, but it is an advantage in government-adjacent work, and a real differentiator in client-facing and public-sector-facing roles. State your actual level. Recruiters test it.

Common Mistakes

  • Saudi nationals omitting nationality, and dropping out of filtered searches
  • Expatriate candidates leading with generalist experience that does not answer "why not a local hire"
  • Iqama or NOC status left unstated
  • Vision 2030 referenced as branding rather than as specific project experience
  • A UAE CV submitted unchanged
